        The herding/working dogs with heavy coats have different coats than 
German Shepherds...and if they had big soft coats they would be faulted for it. 
 Most working/herding dogs are expected to have fairly waterproof coats, in 
that (as someone else has already remarked) the dog can get soaking wet, give a 
few hard shakes, and be > dry at the skin. 
   You can't really compare the coat of the a German Shepherd to the 
coat of a Collie, or a Pyrenees, or that of a Puli or Komondor...they 
are all distinctly different.  The closest coat to a GSD's coat is 
the coat of a Pembroke Welsh Corgi...where a long coat is called a 
fluffy and is a fault, and a close, tight coat, is equally as bad.  
Why?  Because they are not weatherproof.  .

   A long, or soft, or overly undercoated coat is a problem for a 
working dog, whether he is a patrol dog or a herder...and trimming 
such a coat does not make it more correct or acceptable. Clipping the 
coat off is not a good solution, either, since this again lessens the 
weatherproof qualities and, some claim, takes away insulation and 
exposes the dog's skin to too much sun (or so "they" say).

   There is nothing to say that overcoated or long coats are not 
often pretty, and there are a lot of us who believe that the coats in 
a litter often are on the otherwise best puppies.  Still, there is a 
reason why such coats are incorrect and not wanted.  Same with 
missing teeth (whether premolars or molars)...there's a reason why 
they are faulted, and why missing teeth in one area is a more serious 
fault than missing teeth in another area.
