The board could meet and each have a video link and also be able to talk to others in the meeting. The members could log on and see and hear the meeting but would not be able to participate in the discussions. In the case of a closed session, it would simply blank out the link so in effect the link to the membership would be blank during that time. That would be when I am getting severely disciplined for keeping Nancy and Joan from dancing on the tables. Yes, you should attend one of these meetings. We do not need to have the technology either, all we need to do is contract with a meeting company to do it. It will cost something, but not as much as flying to a central location. I don't mind going to various places to give the membership an opportunity to be in the meetings, but as far as the time in any location goes, we do not have time to get out and see the country - it is just another hotel meeting room for two days. So it really doesn't matter to me if we go to Hawaii, Harlem or Peoria. They all have the same walls.
