When AB 1634 passed the Assembly, my friend wrote to State Senator Tom Harman and received a nice reply, which read, in part: In part, he writes, "I believe that this fine and permit system is unnecessary as most breeders and owners already spay or neuter their animals. Moreover, the mandate of 4 months contradicts the common practice to spay and neuter between 6-12 months for health reasons." "I strongly oppose this scheme and what appears to be an expansion of an over-reaching and abusive arm of the government. Rest assured, I will oppose AB 1634 when given the opportunity." You Californians know what to do now...thank Senator Harman for his opposition to the bill................!
