If I'm picturing what you are referring to as "hog panel", I'm thinking the
wire will be set too widely to use for dogs (you'll have an ear pulled through
and bit or if you use it as some point for babies, they can get hung up).
The best today, IMO are Priefert dog pens (if you have a Cabellas, they have
them), or they can ship, and Tractor Supply carries something similar
(though not as good IMO).

The only place I have a few runs is indoors on concrete. I like something
that can be steam cleaned, so I prefer rubber matting w/ wood shavings
(Tractor Supply, kiln dried, no resin safe for babies).
Be careful w/ your boy's teeth. IF he has learned he can argue with fence
and win, when he tries that w/ Priefert of something similar, he'll chip/break
teeth.
