The P&P is not controlling on the club. It is a history of what the board
has done, and what has been voted in or out. It is not intended to be rules
on running the club. That is in the by-laws, which are approved by the
AKC, and voted on by the membership.
A number of people confuse this, but there have always been errors in the
P&P manual. When Tedi Beckhart did it, he updated it four times a year.
Then it got lost for a while and lately seems to be coming back. I stopped
looking at it years ago.
Not that there is anything wrong with that.
