This bill is a companion to HB 223. As predicted Oprah's show got the
legislature' s fired up.
This bill will apply to anyone who owns and/or co-owns 9 or more intact
dogs, 8 months of age or older in the state of Ohio.
The definition and legislation as written presently applies to anyone who
owns 9 or more dogs kept for breeding. Because the proponents are pushing
for an assumed presumption that having an intact dog means you intend to
breed said dog. The burdon will be on you, the owner, to prove you have
not bred that dog that year. Ever try to prove a negative? Speaking from
experience, it's not easy.
Additionally, because the definition of an adult is set at 8 months and
there is some push to lower that number to 6 months since some dogs first
cycle at that age. This bill will significantly hamper those who, for
whatever reason, have kept their puppies beyond the "adult" age of 8
months. It can also trigger inspection and required compliance if you take
back any intact dogs you bred or keep, even if temporarily, the intact
adult dogs of a friend who is suffering severe illness or passed away.
Food for thought to those who think not my concern I don't have 9 adult
dogs on my premises.
