Anyone know how this could happen? What is missing in the genes that
restricts a puppy to develop normally?
Is this something similar that occurs in the human race?

I have a dwarf. the breeder was trying to sell her to someone on this list
calling her delayed development NOT. I did not pay for her but took her off
that breeder;s hands. She has zero thyriod function and get thyroid meds
twice a day. She never shed out her puppy "wool" and it is now falling out
with nothing else coming in, her tail has been bald for 2 years now and she
is heading in the direction of being mostly bald. She has golden reteiver
type long hair growing from between her toes. She is crazy, chases my
chickens, the quad & bobcat machine if I would not keep her in a fence. She
is 3 years old now and weighs 8 or 9 lbs. She is actually one ugly little
dog LOL, and not a lap dog at all.
