[ SHOWGSD-L ] dog warden question

I have a question about dog warden. Today I came home to find a note in
my door that he was here. On the note, it said, ". . . in violation of
one of the below laws for following reason: harboring unlicensed dogs.
There is a phone number to call, which I did, got machine and left my
license numbers.
I did find out from a friend that the warden was in town today because
there was a loose dog at the post office, someone went into the post
office and requested they call warden because of this. The girl whose
dog it is lives near post office, got wind, went over to get her dog, it
wasn't there. End of story. I live up in the mountain from town.
So, my question is, why did he stop at my house, then, because doesn't
he know--or shouldn't he know -- pretty much by now who we all are and
that I did indeed license my dogs this year. I did it online. I've
been here 16 years, always license them. It's a small town, one warden
covering a lot of area, but I know he goes by here because there's a
kennel down the road. Did he have to tell the truth on the paperwork,
giving his reason as "harboring unlicensed." Or, could it be something
else? I live in Pennsylvania.
