Not a stupid question at all. Actually, there are more than enough dog laws present in places now, no need for more. That said, on www.wethepeopleusa.us. there are intiatives that are being presented to Californians right now that address laws on the books and proposed. I can't say that I agree with each part of each one universally, but they are a step in the right direction. They not only cover dogs/cats, but the other animals that Animal Rights (HSUS/PETA for starters) extremists are trying to obliterate.
