Hot water can in fact freeze faster than cold water for a wide range 
of experimental conditions.

Ah, you're pulling my leg. This can't be.

Instead of relying on opinions of those who live in warm climates like
Athens and Africa, I demand an experiment by reliable dog people on
the list. Since it is warm and balmy here in Reno and above average in
temperatures, I do not have the environment with which to experiment.
So I was wondering if someone in the frozen East would conduct a
controlled experiment on this. 

Just set out two dog buckets, one with tap water and one with boiling
water and stand out there with a stop watch until they both freeze and
calculate the time.

Someone, in the interest of science should be delighted with the
opportunity to just stand out there and watch! <G>
