The insurance companies raised the rates, knowing they were limited in
what they had to pay out. The state failed to limit the rates they could
charge. The promotion was that if they limited the damages that could be won,
then the rates would go down. They depended on the insurance companies being
satisfied with more profits. It didn't work out that way.
