The legislation of which you speak has nothing to do with Animal RESCUE, it
has to do with Animal RIGHTS groups, ie PETA, HSUS, IDA, DDAL, etc, etc who
feel they have the right to trespass on anyone's property to "investigate"
what ever THEY think MIGHT be wrong. These groups have harassed LEGAL
business for a long time with no consequences whatsoever.
Commercial breeders may not be one's cup o'tea... but the fact is they are
legal. Nobody should have the right to trespass on another person's property
just because they don't like the LEGAL business that they do.

Some of you may be happy to know that Minnesota Rep Tom Rukavina has slipped
some current legislation into the a huge agricultural bill that will NOT
allow animal rescue (yes that would be AR) groups to investigate outside of
their own county.
Here in MN where most counties do NOT have any form of rescue groups that
means that Puppy Mills will be able to operate outside the scope of these
organizations in these rural counties.
Now for those of you that think this is a good thing, perhaps we are
cutting off our nose to spite our faces. It would seem to me that A/R
groups will now be able to use this piece of legislation to further their
cause for a current Bill being considered that puts tough restrictions on
breeders. The local media was hot on the trail of Mr. Rukavina in the news
last night to find out why he included this legislation in the bill so the
media is already helping spread the word.
IMO there is a huge difference between a mass producer of puppies and
responsible breeders in these legislative endeavors and if we want to align
ourselves with them, we are going to lose in the world of public opinion
which translates into tougher legislation for us, while the mass producers
skirt around legislation by finding loopholes in agricultural regulations.
