You need to understand the purpose of conformation. It is to judge the dog  
against the standard.  It is not to see who can run the longest, or jump  
the highest, or to learn the fastest.  Conformation has only one thing to  
judge and that is which dog comes closest to the standard.
 
It is true that it is up to the judge. But, if the basis of the requirement 
 is to match the standard, then that is the best test of all if the purpose 
is  to match the standard.
 
If you don't want dogs that match the standard, there are lots of other  
things you can do with them, and not worry about the standard.  A dog does  
not have to look like a shepherd to do agility, herding, or even  obedience.  
It doesn't even have to be a German shepherd.   But,  if you want to try to 
meet the breed standard, conformation is the ring to  be in.
 
It will never be perfect, but it is the major test for the standard.
