Noticed that in 2011 one of the approved clubs does not meet the requisites for
members or in the financials.
No need to ask me which club but my point is: The rules are in place to be
followed.

You aren't wrong John. The clubs submit their judges and dates...when
there is a conflict date I think the 2 conflicting clubs are asked to work it
out. But the PC approve the final dates and the judges slate after the
futurity chair has made sure all nominated are qualified to judge a futurity.
