Unfortunately, I did not see the original post(s) that
this one is the reply to. My copy of the "White On" post
was totally blank. :( In any case, is there perhaps a
specific question that I or one of the other W/GSD
folk here could help you with?

That is correct.

The SV did better than a DQ. There is no such thing as a
white GSD in Germany because white dogs cannot be
registered. Even so, there are PLENTY of white GSDs all
throughout Europe. The quality wasn't always the greatest,
but they have always been there. A lot of whites were
imported over the years from the USA and Canada to better
their existing stock.

I believe the above is basically correct. The new Group
was created by AKC because, simply, the Working Group=20
was getting ridiculously enormous! So I guess that they
(AKC) looked at the traditional purposes of each of the
Working breeds and, if that traditional purpose involved
moving stock, those breeds were move to the new Group.
They didn't do too badly in my opinion. Yeah... There were
some breeds that were multi-purpose and whose traditional
roles included herding which were not moved (Rottweiler,
Samoyed). But overall, I think they did pretty well. Those
other breeds are allowed to compete in herding events now
anyway, so... not too shabby! ;)

I would like to gently point out that AKC has no power to
"make white allowable" or do anything else that involves
the Standard. That responsibility is GSDCA's alone. Always
remember: the PCs *own* their Standards and AKC has the
full use of them!!

I fully agree with the above. If GSDCA ever removed the
DQ, it would make itself a pariah not only to the SV, but
to most of the kennel clubs of the world who are FCI
members. This would not be the case if the PC would agree
to allow a separate breed for whites. In fact, I contend
the SV as already put their stamp of approval on that plan
de facto as they have not made any real, concerted effort
to block the approval of the FCI breed (BBS)!
