The dogs they get may be mistreated, beaten, improperly raised, or just problem dogs. If you start with dogs that have been abused, then you are asking for problems, and extra risks. There are some dogs that are just not stable, (not unlike people) and not all of them can be saved. You always have to remember that they are dogs, and can't slap us upside the head. If they are not pleased, all they can do is bite.
