Westfield, MA City Council with the aid of the City Planner have had a first
reading on the following changes to the zoning and animal ordinances. The
changes include: cat licensing; greatly increased licensing fees; no
residential kennels - defined as more than 3 dogs or 4 cats - unless on over
60,000 square feet (about an acre and a half) AND in a rural residential
zone AND then requiring a Special Use Permit which means public hearings,
etc; no breeding unless a commercial or residential kennel license is held,
but seems somewhat unclear if you have less than 3 dogs or 4 cats; etc.
Although the ACO says he understands the issues of rescue, etc and that
there are people doing the "right" thing what happens if and when he is not
the enforcement authority? This is over the top and doesn't even begin to
give any credibility to responsible owners or hobbyists.
Comments to the City Council are appreciated no matter where they come from.
Why does this feel like a PETA agenda?

the Legislative and Ordinance Councilors are Knapik, Medeiros, and Adams
the Zoning, Planning and Development Councilors are Swords, O'Connell, and
Bannish
The entire Council will most likely vote on this June 8 and if they do and
it passes - which it is on track to do - this will be the new law. So, not
only should this NOT be passed, but this type of stuff migrates to adjacent
communities.
