I think there's a lot of misunderstanding and confusion about how the 
International community operates, who all the players are and who creates the 
mysterious "standard",  creates schutzhund rules, show and breed survey 
requirements and what power the WUSV and/or SV does/doesn't have.

One correction...it does hold the International Schutzhund Trial, and there are 
several countries that have more than one organization (Britain, Belgium, 
Ireland, New Zealand, Japan, South Korea, Taiwan).

The WUSV has a "Breed Standard" all members adhere to, but the WUSV has no 
power to create that standard. It is in reality the standard accepted by  the 
Federale Cynotechnique Internationale (FCI) that the WUSV adheres to.
The WUSV has NO power to make or change official trial rules, or change the 
official standard. It is  a group of International German Shepherd Dog Clubs 
that share similar goals and hold an International level schutzhund trial. They 
may have by-laws that all members adhere to, but they cannot create the 
official, international FCI standards of breeding or trialing.

The FCI is the International enforcer of Parent Country standards. It includes 
80 members and contract partners (one member per country) that each issue their 
own pedigrees and train their own judges. The FCI makes sure that the pedigrees 
and judges are mutually recognized by all the FCI members.

"The F.C.I. shall, in particular, by  issuing special regulations, take care of 
:

a) mutual recognition of stud books and pedigrees,
b) the mutual recognition of kennel names and the establishment of 
international register of kennel names and judges,
c) ...the observance of  the breed standards as established by the countries of 
origin or countries of patronage  of  the respective breeds. Those standards 
must be recognized  by the other countries as far as they are not in 
contradiction with the national laws of those countries.
e) defining -  after previous  approval by  the representative of  the breed's 
country of origin or country of patronage - and publishing the characteristics 
of each breed. 


The VDH is the "Official" registry from Germany to the FCI, therefore all 
standards and all rules for all German originating breeds come through the VDH 
to the FCI.

Schutzhund Trial rules can only be changed by the "AZG" in Germany, (Working 
Dog Council). The AZG is the group which oversees all  breed specific working 
dog clubs, and the DHV (DHV is the umbrella organization for seven different 
training organizations. It is the only member of the AZG which is not breed 
specific and is solely dedicated to training. It has around 100,000 members and 
is second in size only to the SV.) 
Groups belonging to the AZG include breed clubs such as the Shepherd Club (SV), 
Rottweiler Club (ADRK), and Doberman Club (DV), along with nine other breed 
clubs. It is not truly a free standing organization, but rather a working 
council under the German Kennel Club (VDH).
 
The AZG is where the competiton rules are actually written, adopted and 
amended; not just for schutzhund but for all types of trials and competitions 
in Germany. The members of this council are appointed or elected from the 
various breed clubs and dog training organizations in Germany. The trial rules 
produced by this body are made in the name of and under the authority of the 
German Kennel Club, VDH. The SV must follow schutzhund trial rules created here.

The SV cannot change schutzhund trial rules, but they can change schutzhund 
trial requirements for SV breed specific conformation showing and breed 
surveys, and can require that the only trials they will recognize for the 
Sieger show and/or breed surveys, etc. be judged only by judges that are SV 
members, also. It is in that regard they may seem to be more powerful than the 
DVG (all-breed schutzhund) or even the AZG itself, but they are not, except in 
the SV breed specific show ring.

Any change to the WUSV breed standard will only come through the FCI (though 
the WUSV is trying to get around that) and the only one who can amend the breed 
standard is the German SV, with FCI committee approval. The way the FCI 
operates, the country of a breed's origin is the official "Parent Country" for 
that breed, and is the standard for the breed. (Like the USA is the country of 
origin for the Boston Terrier, so the International Boston terrier community 
has adopted the AKC standard for BT's, since the AKC is the official registry 
for the USA).

So as influential as the WUSV is, it has no power to make or change breed 
standard or trial rules "officially" in the International FCI community EXCEPT 
one must chuckle that the president of the SV automatically becomes the 
president of the WUSV and that all WUSV governing rules originate from SV. 

I did see,in the minutes of a WUSV meeting that they would like to, perhaps,  
not have to honor their "Agreement of Co-operation" with FCI rules 100%. They 
want to "broaden their options" e.g "Interpret it their way". 
Hmmm...guess people are people all 'round the world.
