We only have two days! Please help.
Austin's Pet Dealer Ordinance has been amended. RPOA has received a copy
of
it and it's now a "Pet Trader Ordinance." It goes to city council for a
vote this Thursday, February 28th. Austin City Council meets at City Hall,
301 W. 2nd Street at 10 am.
This is supposedly written to regulate pet shops. But it goes much farther
and regulates all breeders -- if the exchange is for profit. It's not
clear
how that will be determined. Right now it regulates only dogs and cats but
who knows what the future holds?
The most important point is how this will affect or solve any animal
problems in Austin? How can it be enforced? How can a dog or cat be
guaranteed to be healthy for life? Who is the humane officer that will
enforce this? It isn't defined. Is it a humane society employee? This
fee
is a Pet Tax - pure and simple, increasing the cost of pet ownership when
shelters are full of unwanted pets.
"A Pet Dealer means a person who exchanges for consideration more than
fifteen dogs or cats, or both, in a year. The term excludes the animal
shelter or a person who makes an exchange that is not for profit."
The ordinance includes mandatory microchipping and a statement from a
veterinarian (not free) guaranteeing the dog/cat has no known illness or
disease or a hereditary condition likely to affect the health of the
dog/cat
in the future. A lifetime guarantee.
There is a $50 fee per animal with extensive paperwork which must be kept
two years and be available if a "Humane Officer, Animal Control Officer, or
Law Enforcement Officer" comes to a home for inspection and compliance
during business hours.
