Here is the best I can do.
Everyone votes for three judges, one vote each of equal value.
Gloria votes for Fred, (she wants him to do Specials), Doug, (she hopes he
gets dogs), and Ernie, (who she hopes gets bitches.
Alfred votes for Evan, (she wants him to do Specials), Ivan (she hopes he
gets dogs), and Ernie, (who she hopes gets Bitches)
Rolando votes for Twyla, (she wants her to do Specials), Irma, (she hopes
she does dogs, and Ernie, (who she hopes does bitches.
What now happens is that Ernie, who is the one with three votes, does
Specials, and no one wanted him for that assignment.
That was the value of the weighted ballot.
