BRIEFLY NOTED

2005 will be our ninth year of publishing timely information by email using
the same email address on a program that is no longer supported for Windows
XP.  This requires maintaining old computers to distribute the list.  As an
alternative, we are developing an ANNOUNCEMENT ONLY Yahoo list that will
enable us to bring you the same timely information with greater
flexibility, cost effectiveness and better formatting.  Sometime in
January, we will begin by emailing subscription invitations to our existing
list.  Subscription is simple, only requiring a reply to the invitation.
Subscribers will also be able to reach us directly by replying to
announcements.  Watch for more information in 2005.

STANISLAUS COUNTY (UNINCORPORATED) CALIFORNIA.  On December 14, the Board
of Supervisors by 4-1 (Jeff Grover voting no) passed the ordinance detailed
in our November 25 publication with modifying language to enable approved
applicants to obtain unaltered dog or cat licenses at the existing $28 rate
instead of $100.  Two of the 3 sitting Supervisors who voted yes are lame
ducks.

The concept of exemption language based on the applicant's activities has
been proposed in other jurisdictions but is typically not enacted when the
practical issues are considered.  In Stanislaus County, the Board was
anxious to pass "something" despite substantial community opposition and
many very obvious problems.  This modification became a token compromise
without regard to either administrative workability or the impact on
assessing compliance.

Following is the adopted amendment.  These standards discriminate against
new participants in purebred dogs and pedigreed cats.  Of course, there are
no "parent clubs" for pedigreed cats, and these clubs representing American
Kennel Club recognized breeds, while serving many useful purposes are
volunteer organizations that vary widely as to exclusionary membership
practices and policies.

"Section 7.54.070 Licensing.
A.        Any person owning or having custody of any dog or cat four months

or older shall pay an annual license fee. The license fees for cats and
dogs
shall be established by the Board of Supervisors and listed in the license
fee
section of this Title. The increased fees collected by the Department of
Animal Services for unaltered dogs or cats, less administrative costs,
shall be
used to pay for vouchers to support spay/neuter programs.
B.        Any person owning or having custody of any unaltered dog or cat
which meets any of the following criteria shall pay a reduced unaltered
annual license fee as listed in the fee section of this Title:
1.        An owner who owns or operates an actual livestock working
ranch or livestock farming operation of more than two acres.
2         An owner who either:
a.         Registers and participates in an American Kennel
Club (AKC), United Kennel Club (UKC), or other state or nationally
recognized
organization and be a member of a parent club or organization for the
purposes of showing. training, agility trials, or hunting and provides
documentation
to the Department of Animal Services of such membership and participation
in
the above animal activities; or
b.         Registers and participates in a cat fancier or other
state or nationally recognized organization and be a member of a parent
club
or organization for the purposes of showing cats and provides documentation
to
the Department of Animal Services of such membership and participation in
showing cats."

MADERA COUNTY, south of Stanislaus in the Central Valley considered a
similar ordinance at a first public hearing last August.  After 2
continuances in September and October, the second public hearing was put
over to January 11, 2005.  We do not yet have a copy of the proposed
ordinance, but some information is available in local press accounts.
A December 20 article stated,

"Stanislaus County has just adopted a breeding permit ordinance that will
be a
tremendous tool in slowing down the hobby breeders and placing the
financial
responsibility where it should be.

Unaltered dogs and cats will be charged with annual licensing fees of $100
each. Altered pets will be charged less than $20. These increased fees will

encourage pet owners who have not yet taken the time to get their animals
altered
to do so.

The Madera County Board of Supervisors will hold a hearing Jan. 11
regarding
a similar ordinance. It would also require a $100 licensing fee for
unaltered
pets. These funds would be used to help people with financial needs to
alter
their pets through the Friends of Madera Animal Shelter spay and neuter
program.

Fresno County is also reviewing this type of ordinance to get some kind of
control of the 40,000 unwanted animals that are brought into their shelter
annually, 80 percent of which do not find homes."

jurisdictions' "success" based on what may or may not be similar
