I can offer some info regarding the Top 20 event in my other breed as I was
lucky enough to judge the
first Top 20 that was held.  The Top 20 competition is open to the
dogs/bitches that are in the top 20 in breed points for the previous year.
So the 2012 Top Twenty are the dogs that were in the top 20 standings for
2011.  You do not have to be a member of the parent club to be eligible to
participate in the Top 20 (only parent club members dogs are allowed in the
Top 10 standings).  

The Top 20 committee selects 3 judges consisting of one handler, one breeder
and one AKC Judge.  The judges are kept secret and only the Top 20 committee
knows who the judges are. Judging is done by a point scale; re: general
appearance 10 pts; temperament and animation 10 pts, down & back 15 pts,
side gait 10, etc.  Each dog is judged on the point scale individually by
each judge and the highest point total at the end wins.

The event is held the evening of the first day of the National and the
winner is announced at the awards banquet.  When I judged the event was a
black tie affair but I believe that that was later changed.  They have a bar
available and serve hors d'oeuvres.  They also have reserved seating and
sell Top 20 catalogs.  Catalog consists of bio on the judges, judging point
scale, Top 20 standings listed in ranking order, photo of each dog with
pedigree, owner/s names and breeder/s.

They also have a "Top 20 People's Choice Award Winner".  A ballot is
enclosed with the Top 20 catalog and the attendees vote for the dog that
they feel is the best.  The winner of the People's Choice Award is announced
that night at the end of the Top 20 event.  

Somewhere around here I probably have the Top 20 guidelines as I was
secretary when they were instituting the event.
I believe that the committee basically followed the structure of the
Doberman Top 20 but it's been years ago and my memory isn't what it once
was. :-)

My understanding, knowing darn well I could have this completely wrong, is 
the Top-Twenty is a COMPETITION comprised of the previous year's top twenty 
point-getters.   I'm unsure what system they use to determine who qualifies 
but it generally kicks off a National and is judged by someone not 
officiated at the remainder of the National.
I think it's a big, prestigious thing in breeds such as boxers.
LOL...that's all I'm going to offer at this point.  If I get some time to do

some fact-finding I'll try to offer more.
