This article does not mention imported shelter dogs bringing babesia to
Massachusetts, but I do have numerous emails from shelter personel
dating back to about 2004 indicating they were aware some of the shelter
dog imports were bringing babesia and at the time most vets were unaware
of the babesia and all the other things the shleter dogs were coming  
with.

Tick-borne parasite is rising risk in blood transfusions

While the American Red Cross screens donated blood for a host of
infectious diseases such as HIV, hepatitis, and West Nile virus, it does
not test for a tick-borne illness that is more common in Massachusetts
than in other states. As a result, those who get transfusions in the
state are vulnerable to infection by Babesia, a parasite that attacks
red blood cells, according to a study published yesterday in the Annals
of Internal Medicine.

It is carried by the same deer ticks that carry Lyme disease - which
does not appear to pose a blood transfusion risk even though it is also
not screened for in blood donors. Babesia, however, has been transmitted
through donated blood and, when left untreated, can cause a wide range
of symptoms, from mild infections to life-threatening anemia or kidney
failure.......
