According to my copy of Roberts rules, we can deny membership to applicants based merely on their reputation, and that seems to leave things fairly open. If someone has a reputation of being a thief, they can be denied without any proof that they are indeed a thief. I don't believe you even need to give a reason for membership denial? Since the club and its membership obviously do not condone the wholesale of dogs, and in fact looks down on the practice as potentially damaging to the breed, and unhealthy for the individual dogs, perhaps that belief should be stated in our bylaws? If it were, it would automatically become a reason to deny membership, in my opinion.
