Ok, people, lets turn this around, this is an opportunity to use this forum  
as a giant brain storming arena.  Margie has announced to you that ad  hoc 
committees have been formed.  This is your opportunity to make  recommendations 
on how these things need to be addressed.  The application  process must be 
revamped - we all agree, our Breeder's code is nice, but has no  teeth - we 
must 
make these rules applicable in the real world, not our "ideal"  world.  When 
you refer to a puppy mill - how do you define it?  Is a  puppy mill a person 
with one bitch that breeds and sells off the puppies for  income without regard 
to improving the breed, or is it one of the nightmares we  hear about on the 
news with hundreds of animals being bred over and over  again.  What about the 
vets that state that breeding a bitch multiple times  in a row is better for 
the bitch.  There is scientific data to back that  up, is that a puppy mill?  
If someone is listed as a breeder on multiple  bitches, do we limit the number 
of bitches they can be listed on to not call  them a puppy mill?  When you 
refer to a "broker" how do you define  it? Is a broker someone who buys and 
sells 
animals?  Keep in mind,  some handlers buy young animals and resell them to 
their clients for a  profit.  Is a broker one that buys an entire litter for 
resale?   Sometimes an entire litter can be one or two puppies.  Be very 
careful 
in  your wording - be thoughtful and mindful of what your definitions are.  
If  you no longer breed, and it does not effect you, keep in mind that what you 
 might recommend will affect others in very serious ways.  If you were on  
one of these committees, what would you recommend be done with the  by-laws.  
Are we making new rules to eliminate just one?  How will  "brokering" affect 
us. 
 Are you going to eliminate just one? How will it  affect the masses?  Do we 
put numbers on these activities?  If you  breed "X" number of litters, does 
that make you a puppy mill?  How many  breeders keep their names on bitches 
with 
co-owners and get puppies back, how  many would constitute a puppy mill.
 
Let's turn this into something positive.  I know we all abhor people  that 
have these "nightmare" puppy mills, and we don't like puppies wholesaled  into 
pet shops.  If you don't like the idea of pet shop pets, then don't  support 
them, and urge your clients, friends, acquaintances not to support  them.  Go 
to 
other places, or buy your supplies online at a business that  does not sell 
pets.  Support the businesses that support adoptions, and  sell good supplies, 
and offer services that helps people to create a bond with  their pets.  
 
I know that we have a lot of good people on this list that can turn this  
into something positive, lets hear your great, well thought out ideas.   Let's 
as 
a group, make a difference, complaining never accomplishes anything,  and 
only makes us a part of the problem.  Let's be a part of the  solution.
