OMG you aren't kidding!  never ANY excuse for nails that could climb  
trees, dirty teeth and still wearing last year's coat....but then again mine 
are  
house dogs who are allowed on the leather (made for them) furniture so 
maybe I  expect too much. But in public...heck, I bathed two youngsters to go 
to 
a  rabies clinic, they threw up in the van (just knew that would happen), 
so then I  had a spray bottle w/ Listerine and water and clean towels at the 
ready so they  would look/smell good....

I think  grooming should be mandatory for all dogs that compete in a public 
ring.  working, obedience, agility conformation. If you are in public with 
your dog  you are representing the breed.
