Depends on what the tatoo is of. if its AKC number, going through AKC
should find the current owner of record. It may be a ss# or a DL number..
hard to say. Both can be traced. although the SS# would probably be the
hardest. I have also known of tatoos being phone numbers, and depending on
the situation that could be good or bad. the problem is, you can tatoo a
dog with anything here in the states, there is not really a registry for
that kind of thing. I'd rule out the AKC, drivers Lic, and Soc Sec numbers
first, and then go from there.
