Maybe put a donut type collar on the dog so it cannot bend around to get to the
tail. If the Vet doesn't have such a thing, then the horse industry does. It is
used to prevent the horse's front elbow from resting on the iron horse shoe
when it is lying down, which causes an elbow injury. Strapped around the
horse's pastern and come in many sizes... would work for a dog's neck, I'm
sure.

This dog will probably never make it in the kennel. Bring him inside. You can
try to replace the tail chasing with a ball or a toy if he's interested.
Not sure if it's hereditary or not. Maybe vaccine related??
