The time has come to become proactive and demand accountability from  
Texas municipal animal control facilities, humane society and other  
non-profit animal shelter facilities instead of focusing on animal  
"owners" who keep their animals confined to their premises; yet are  
the target of ongoing excessive anti-pet legislation and regulations.
There are NO licenses nor regulations at the present time on these  
public facilities except the state Animal Cruelty Law which the Animal  
"Rights" Brigade claimed wasn't enough to regulate Texas dog and cat  
breeders.  If that is true, then it's not enough for these government  
facilities either!

There's not a single humane society, veterinary hospital nor local  
animal control facility in Texas that meets the requirements in HB  
1451, the Anti-Breeder Bill, that just passed the state legislature --  
demanding no less than federal USDA standards of care, unable to be  
met in a home environment.

HB 1451 was promoted by HSUS, ASPCA, Texas Humane Legislation Network  
and other PETA type organizations as necessary to "prevent animal  
cruelty before it begins."
Would this not apply then to all facilities housing animals in Texas?   
We don't need to prevent animal cruelty in their facilities?

Let's develop our own legislation next session to accomplish this.   
Excuse the old saying, "What's good for the goose is good for the  
gander."

Somehow the Dallas and San Antonio animal issues below flew under our  
radar but feral cats have really become a nuisance in San Antonio.   
Animal Care Services quit loaning out dog and cat traps at least 6  
years ago and, in order to become "No Kill by 2012."  They stopped  
picking up or accepting animals most of the time.  Changes have also  
been needed in the Dangerous Dog Ordinance.

SAN ANTONIO, TEXAS
San Antonio City Council is voting today (Thursday) amending Chapter 5  
of the City Code entitled "Animals," regarding unrestrained cats and  
aligning the dangerous dog determination process with Municipal  
Court's Animal Court, providing for criminal penalties and  
publication.  To Be Presented by Erik Walsh, Assistant City Manager,  
and Gary Hendel, Director, Animal Care Services.

DALLAS ANIMAL SHELTER COMMISSION MEETING:
Today at 1:30 pm today (Thursday) at Dallas Animal Services (corner of  
Westmoreland at I-30) per Larry Powell's blog.  Powell reports that  
animal people are feeling betrayed by the City of Dallas budgeteers  
and managers.  Just as Dallas Aniimal Services was beginning to  
recover from the humiliation of having the manager indicted for felony  
animal cruelty and beginning to rebuild its reputation with a caring  
staff, the city kicked the props out by proposing the exchange of 50  
senior animal control staffers for contract temporary labor.
This is a common strategy used by municipal governments to keep from  
paying long term benefits and balance their budgets.

In the meantime, dogs and cats roam the streets spreading disease,  
fighting, threatening bicyclists, joggers and biting people with no  
fear that existing Leash Laws will be enforced.  Local animal controls  
should do their job to protect the health and safety of residents who  
pay taxes for their services!
