Any person who is bitten by a dog can sue  the person who owns that dog. In 
California it is strict liability and with one  exception, the bitee is able to 
recover. The exception is if the bitee is in the  commission of a crime.
 
If you hold an event, and someone is  bitten, they are able to sue not only 
the owner, but the people who set up the  event, and in this case it could be 
the AKC.  The bittor could claim that  the bitee agreed to be involved in the 
event, but even then, the cost of the  litigation could be very high.
 
If you set up an event where you know part  of it is a dog biting a person, 
it would seem to the jury you are taking a risk  that is known, and could cause 
great liability.  No matter how you claim  the dogs are under perfect 
control, you may have trouble  convincing   12 people who never worked with 
dogs, of 
that  fact.
 
For that reason alone it makes little  sense to sponsor an event that invites 
liability for injuries.  All  promoters of sporting events know about that, 
and carries a load of  insurance.  So far, the AKC has not been willing to take 
that  risk.
