If the following outrageous paragraphs are amended out, that's fine,
but the Senators (and Authors) need to know from where these figures
came and who had them inserted. They need to let the VMB Veterinary
Medicine Board) know who is in their midst.
And the open ended words of :"including, but not limited to", ,
"spaying and neutering programs" " and adoption programs." be removed
or defined as below.
Left in, this would be an open-ended program without adequate
safeguards. This bill is an end run around a failing program and, if
passed, will become effective immediately, thus allowing the License
plates to be distributed to those who have reserved them.
In your letter, emphasize that the following words need to be removed
in order to define the program
1. "but not limited to" MUST be removed
2. 'adoption program" MUST be removed
Further "spaying and neutering programs MUST be clarified to
specifically state that funds will only go to fre or low-cost
voluntary spaying an neutering programs, and not allocated to
Mandatory Spay/Neuter legislative-force surgeries or any program
whatsoever involving MSN.
RATIONALE FOR THE BILL AS ORIGINALLY INTRODUCED
This bill was to reduce the amount of pre-requested special license
plates from the normal 7500 to 2500. Since a bill was passed in the
previous years for funds to go to public animal shelters for spay/
neuter vouchersand operations, and it did not receive enough pre-sold
license plates, I thought this bill was on my alert list.
AMENDMENTS TO THE BILL
This bill changed the focus of the bill for reduction of pre-sold
plates to the addition of more programs for the license plate money
(covering the vague "adoptions" to the spay/ neuter term previously
used). But worse than that, hysterically exaggerated claims were
thrown in the bill, which if became law, would set precedents in
other laws. To wit:
THE OBJECTIONABLE AMENDMENTS
"SECTION 1. The Legislature finds and declares all of the following:
"then: "
(c) In six years one unspayed female dog and her offspring can
reproduce 67,000 dogs. On average it costs approximately one hundred
dollars ($100) to capture, house, feed, and eventually kill a homeless
anima l- a cost that ultimately comes out of the taxpayers'pockets.
Low-cost spaying and neutering services are far below that amount.
Thus, the cost of having a pregnant female dog can be much higher than
the cost of spaying.
(d) Each day, seven dogs and cats are born for each person born in the
United States. Of those, only one in five puppies and kittens stay in
their original homes for their natural lifetime. The remaining four
are abandoned to the streets or end up at a shelter.As long as these
birth rates exist, there will never be enough homes for all of the
animals."
