As I said.........these are not even close to being scars. They are black spots of COLOR! I've seen these spots on the shoulders of some lighter black and tans...but never on the inside of a foreleg. For some reason, the site of the bite can change the color.....on black, the spots are seen as some white hairs. Nothing scientific here, just my observation.
