Yes- white along with blue & liver plus long coat are all simple autosomal
recessives. They just take both parents to have one copy of that particular
gene (aka carriers) for coat or colour (or both or all!) for some of the
offspring to be white (think Punnett square so theoretically 25% of the
offspring will be "x").
Whites do not show up anymore in German bred dogs since white was
unregisterable plus actively culled for awhile and the gene was pretty much
lost. That blue and liver are just undesirable, they still show up in German
bred litters just like they do here. Probably the assumption that people have
about the German bred population having higher rates of blue & liver is because
once a stud produces an off colour, they have got to go! And usually to America
somewhere. And they get bred here and wow a blue/ liver puppy. Now that SV has
accepted coats it's alright to be a coat carrier so I think that won't be a
surprise thing anymore.
Since most show lines are being bred to be black & red/tan saddles and normal
coated, when breeding within the type, yes it is less likely to see blue, liver
or white than it is in other lines. There are breeders who purpose bred whites
& coloureds together for the purpose of improving type/health/whatever in
either ( or both) their white or coloured lines and have had success with both.
