I just wonder where the owner was and why the dog had access to the woman and
child. I get tired of dogs paying the price for owner failures.

I don't think this is the same type of situation, I think there is some
serious questionable temperament here. Why would a dog bite if you yelled?
Mine wouldn't would yours? It esp makes me worried that it appears he was
going for a child. I also do not think that all the neighbors would band
together if this were a good dog. I think this owner should have thought
about obedience classes WAY before this.
I know if it were my child that the dog went after I would INSIST the dog be
put down. That is the worst flaw of character ever in a GSD.
