That's true.  However, I have found that just having the contract there, 
and going over it with prospective puppy buyers, is an education for them...
they very often never thought about the consequences of breeding a 
litter "so the kids can see the miracle of birth" or because their 
sister wants
one, too..........   reviewing the contract gives them a new outlook 
.... I've never had anyone refuse to sign, altho some balked at first.
As for signing a Code of Ethics, yes, it is better for people to accept 
it and believe in it rather than sign it and violate it.   I really 
don't see the problems
with it, or why some people would object to a CofE with teeth, or to 
contracts, either.  Not these days.  You sign papers when you buy 
anything else,
and anything else isn't a living creature capable of 
reproducing...................
