I think the origional origin of this rule was to make sure the Jr handler
was the one who soley or have done the majority of training and conditioning
of a dog. This is so kids couldn't just show any dog at the show (i.e a best
in show winner trained, groomed and condtioned by a professional handler)
and have an unfair advatage over kids showing thier pets. This rule really
doesn't change anything, Kids are sighning on dogs left and right to get the
perfect dog who is a "flashier" breed or to enter at specialties where the
entries are lower and they can garner more wins towards Westminster.
Unfortunatly this hurts kids who do not come from dog show families and
travel with non family members that have to actually sign onto a dog to show
it and some owners/breeders are leary of signing a kid onto their dogs.
