Well...their water doesn't actually break. Each puppy has its own
amniotic sac and as the cervix dilates before the first puppy and the placenta
separates you can see some fluid...or not. Both are normal. If a placenta has
separated you will see a puppy soon. head first or back feet first is
perfectly normal. Get in there and help, take the puppy from mom, clean it,
clear it's nasal passage, dry, examine, dip cord in iodine and carefully return
to mom making sure a new mom doesn't snatch.
How long to wait? Depends on the strength of the contractions. I wouldn't
go more than an hour with back arching contractions but if all you see are
tiny flutters and her breathing unevenly as she moves puppies into place it
could be hours.
I'm off, if you are unsure, keep your vet in the loop, not the Internet
