I just finished reading Cesar Millan's (The Dog Whisperer) book and he was of 
the opinion that the happiest most well adjusted dogs live with the Homeless.  
He pointed out several examples some of which are the dog is free to roam with 
it's "pack" owner, investigate new things every day, hunt for food, everything 
that a dog instinctively likes to do.  This doesn't mean I'd be selling to a 
homeless person, but provided the dog is fed, I think there are probably a lot 
more dogs in homes that are worse off than that homeless person's dog.

I have personal experience, but will not speak further of it. Additionally on 
the beach near Santa Monica, California I saw several homeless men with dogs. I 
was out there for a wedding in '99. 

the homeless population in california is sometimes more "visible" because the 
weather permits year-round outdoor living. i used to buy a bag of kibble for ny 
of these unfortunate souls if they had a dog with them. that dog is usually 
their only "family" and, many times, the person would have food and equipment 
for the dog and not himself. sad as it may appear, many of those animals are 
deeply loved.
