Unfortunately too many people fail to act responsibly with their dogs.
Good, sound, well trained dogs can be found in both PDs and SchH/IPO. So
can poor quality dogs with poor training and bad handling. There are sound,
responsible handlers as well as those who have their own egos on the end of
the lead. There is a PD near here that truly has "land sharks" that will
bite whatever they get near. Other departments have dogs that come off duty
and head for elementary schools to do programs with kids. It is always
dependent on the people involved.
My question is why is the dog out on his own? And then was this the whole
story?
