Joan Miller, CFA Legislative Coordinator Sacramento, California Fanciers; Please attend the Board of Supervisors' Workshop on TUESDAY, FEBRUARY 21 (location and time below) to voice your objections to an extremely punitive unaltered animal licensing proposal drafted by the "Coalition to Stop Animal Overpopulation". Individuals from the Association of Veterinarians for Animal Rights (AVAR), the Animal Protection Institute (API) and other organizations are leading this initiative. Contact members of the Sacramento Board of Supervisors to let them know that taxing breeders of pedigreed cats is not the answer to the County/City's pet population problems. This ordinance proposal will spread to other counties in California if it succeeds here. The ordinance proposes mandated spay/neuter unless an owner holds an "unaltered license" with a $200 fee for each unaltered dog/cat. There is a reduced fee of $50 if a cat/dog is registered with listed associations and participates in two show events per year; and the owner must be a member of a breed club/organization. You must provide written documentation to County/City Animal Control. Cats have to wear a collar/tag. A person could not physically transfer a kitten/puppy to his new owner without displaying the license number of the kitten (if over 4 months) or the license of "the animal who was bred". No transfers (compensation or otherwise) or sales could take place in a "public place" (cat shows are often in public facilities). Anyone who advertises must display the license number of kittens under 4 months or the license of the animal bred. Selling a cat/dog bred outside the County/City limits requires providing source information (name, address, etc.) to Animal Control. The fine for non compliance of the unaltered licensing requirement is $300 per animal for the first violation, $500 for second or subsequent violations for each animal. Feral cat groups are exempt. The purpose of targeting and taxing breeders who provide pets for many who want pedigreed cats/purebred dogs is to finance a sterilization fund. This blatant taxation, along with many other provisions, would be detrimental to breeders of pedigreed cats. ACTION: Read the entire proposal and be prepared to voice your objections at the workshop. Please let me know if you will be able to attend as we can provide you with general guidance information concerning breeding restrictions/licensing.
