In theory I know you are right, but this is worse than beating your head
against the wall. "Serving notice" to who? Certainly NOT the politicians,
because they obviously don't give a damn. Not to mention that they don't
seem to be able to comprehend simple math.
And unfortunately we can't seem to get anyone with common sense elected.
