Each one has two out of three of the main characteristics of a GS but which one of the missing ingredients is more important? Type vs function. Hope this stimulates a civil and educational discussion as it was intended. D.D. Naturally it would depend on the degree of fault, but all things being equal, I'd go with type. A GSD that can move, but you wonder if they would get an ILP # for as little as they resemble the breed, well, I wouldn't want to live with one and I couldn't place it over a typey dog. You can have a beautiful moving coyote too, they can be balanced front to rear, very efficient gait, built to go all day and be ugly as sin.
