OK, I just did a search on "German Shepherd Hero" and, let's see....
Oregon, Washington, Colorado, LA, etc... had articles listed about amazing 
feats of heroism. Some were notes on web pages, some were from newspaper web 
sites. So, they are out their. They just do not know that we are wanting to 
honor them.

Then I took about 5 minutes and e-mailed all of our local police agencies 
asking if they had a dog worthy of this award. If they respond, they are 
close enough for me to follow up. I invite others to join me in your 
locality.
