no, ed, it does NOT need to be changed.  apparently, you've not  involved 
yourself with rescue or you would know why an adoption application  would be 
turned down if the dog were to be an "outside" dog.  rescues are  not your 
sweet little just-came-from-a-great-home-with-no-issues dogs.  at  best, they 
have been abandoned.  at worst, they are dogs who have  suffered sometimes 
brutal abuse at the hands of their "owners."  in other  words, they are 
"special needs" and those needs come FIRST, LAST and everything  in between.  
most rescues demand home visits, have lengthy and detailed  applications and 
are extremely careful when placing a dog.  you keep your  dogs as you wish - 
that's your choice.  personally, i would not sell a  puppy or dog to someone 
who was going to have the dog live outside  and, in all my years of doing 
rescue, have NEVER adopted a dog out to such a  situation.  these dogs need 
an immense amount of attention, work and love  and many have come from 
situations where they were tethered or left  outdoors 24/7.  no rescue is going 
to 
knowingly put the dog back into that  type of environment.
