You can "ask" for the right to speak if you can get put on the agenda. but
otherwise, silence is golden
rule applies.

I always thought the GSDCA allowed people to be addressed from the floor, but
perhaps you had to first contact the President to let him know the topic. From
what I have been told, now you can't speak at all.
