Of course policing this would be impossible and I can think of a ton of
horror stories that would come out of it....but on paper, it sounds good IMO.
On paper it sounds good, but as we have come to realize, there is a maze of
shelters and societies and they all seem to have very different regulations.
Even IF a dog is chipped and correctly registered with a breeder as one of
the contact people, the shelter may not release the dog to the breeder.
I had that happen when a breeder friend called me in a panic after she'd
been called by a humane society while she was at work that a dog she'd bred and
STILL CO-OWNED was in their facility. I offered to go get the dog since I
work for myself and have more flexibility BUT the shelter would not release to
dog to her. She wasn't the one on the (dog's local) license....there was no
budging them.
There are dozens of similar stories, so until there is some sense to the
system, I don't chip puppies. But, boy, if they ever get it to work, I'll be
right there with you!
