  I intended to get this out Friday night but my internet connection went
down.

  The Greater Kansas City Dog Training Club's training building is in
Raytown, which has 30,000 people and is just east of Kansas City, MO and
south of Independence, MO. It basically lies north of Lee's Summit, MO.

  The DDTF in Raytown consists of three Aldermen: Greg Walters, Sandy
Hartwell, and Barb Schlapia. Barb is totally against anything breed
specific. Walters and Hartwell are in favor of Breed Specific Legislation
(BSL) and Walters is the one who is proposing adding "dangerous breeds" to
the Raytown DDO as a "compromise" to avoid BSL - in other words, the
"dangerous breeds", which are To Be Announced, would have to automatically
comply with the terms of the current Raytown DDO - fencing, insurance,
signs, muzzles, etc.

  Uh...I believe we call this type of legislation "BSL", since it's
definitely breed specific.

  The task force has already voted to draft the ordinance, 2-1 (Walters and
Hartwell in favor, Schlapia against). At the meeting on the 30th, the city
attorney is supposed to have the ordinance drafted for final approval, or
something close to final approval.

  Funny thing is that there are NO dangerous dogs in Raytown right now. The
Municipal Judge doesn't want any dangerous dogs "hanging over her head" so
she just orders them out of town. At the last meeting I sarcastically asked
if it wouldn't just be easier to have the judge order everything over 25
pounds out of town. Keep in mind that this woman ran for this position and
gets a salary.

  Greg Walters, much like Councilman Ed Cockrell in Lee's Summit, is just
convinced that there are some breeds that can do far more damage than others
and can't turn loose of that concept. Walters wanted me to give him a list
of the ten breeds than can potentially do the most damage. I told him that
was like me asking him to give me a list of the top ten cars that can do the
most damage if they hit you. There are too many factors involved. As Russ
has said, if a car is coming toward you, you really don't care if it's a
Ford or a Chevy.

  The list of "dangerous dogs" came from some insurance companies that
Hartwell contacted. Allied Insurance stated that they don't insure these
breeds (or at least whomever she contacted with Allied gave her this list).
The list includes breeds with which you may or may not be familiar, and
don't shoot the messenger here:

  Akita, Alaskan Malamute, American Bandogge Mastiff (huh?), American
Staffordshire Terrier, American White Shepherd, Boerboel (?), Bull Mastiff,
Bull Terrier, Chow, Doberman Pinscher, English Bull Terrier (unlike the Bull
Terrier it barks with an accent), German Shepherd, Kyiapso (darn, I always
wanted one of those), Neopolitan Mastiff, "Olde" English Bulldog (not the
new one!), Pit Bull Terrier, Presa Canaria, Rottweiler American (as opposed
to...Rottweiler Mexican? Rottweiler French?),
Siberian/Alaskan/Eskimo/Greenland Husky (that pretty much covers every Husky
but the ones of the Swedish chain saw and dirt bike variety), Staffordshire
Bull Terrier, and Wolf Hybrid (not a domestic animal - hello!).

  AND - any mixture of the above breeds.

  Breeds to watch are Great Dane and Saint Bernard.

  These lists are not based on any type of research. I suspect that the
dangerous dog breeds list is based on media driven crap.

  Walters and Hartwell are afraid of dogs, which is helpful. We invited them
to the training building one night and they were clearly afraid of our dogs,
which are relatively small (36 and 40 pounds). They darn near didn't get in
the door because Lisa Kramer's Rottweiler was sleeping right next to the
entrance.

  I love how everyone keeps pushing the insurance issue - everyone thinks
dog owners need to carry hundreds of thousands of dollars in insurance in
case their dogs bites someone. That's all well and good, but as I pointed
out we have a law that requires us to carry insurance before we drive a
two-ton killer motor vehicle and we all know how well that works, because
we're all carrying uninsured and underinsured motorist insurance as proof.

  Maybe we all need to buy "I might get torn to shreds by a dog" insurance!
The insurance companies could make a killing on that (no pun intended).

  Sandy Hartwell said that "$100,000 won't even begin to cover it...". I
said "Cover what, a nuclear train wreck"? She replied "the man in
Independence's injuries". I told her that $100,000 would probably cover
every dog bite in Raytown for years to come and that the attack in
Independence was bizarre and not something we'd see again in our lifetime.

  Keep in mind that Raytown has ten aldermen and a mayor who votes if
there's a tie, so this decision is hardly final due to two Aldermen and
their agenda. We do not think there is support at the full Board level for
BSL in any form. If anyone would like to come to the meeting and suffer
along with Russ and me, we would appreciate some company (misery loves
company) but I believe that I will save the "big guns" for the full Board
meeting because I am tired of arguing with these folks.
