[ SHOWGSD-L ] Question on keeping anyone out of the GSDCA

After reading some of these posts - I was wondering if under the present
rules is it possible to keep any one that applies for membership out of the
club?
I thought, not keeping up on these things, that names were published in the
Review for members to read and if any letter was sent, that had legitimate
concerns, about a prospective member that it could keep someone from being a
member - this is obviously not correct - so what are the grounds under which
one
can be kept from membership?
