I have seen quite a few of these over the years.  99% of  corrected.  1/4 
inch is not too bad and at his age with his teething I  would not worry if that 
is all it is.  As long as the bit is  straight.  If the teeth are actually 
cutting into the gums it may be more  than that but like Amy said, if they are 
baby teeth then pull them..
 
I had one female that was pretty overshot as a pup but I wanted to see if  it 
straightened out, it did but she was around 11 months when if finally came  
together.  I did breed her and she had one pup in each litter that did the  
same thing.... So I have learned to be patent with Overshot..
