To be allowed on as a 'carry-on'.....the puppy would have to be able to fit
under the seat in a crate or carrier just like any other peice of carry-on.
I've personally never had an 8 week old German Shepherd Dog puppy that would
fit under an airplane seat.

Does anyone regularly carry GSD puppies as carry-on in cabin? I carried a
Boxer some years ago but I am wondering if there could be a size limit
problem. I'm looking at flying when the pup is eight and a half weeks of
age.
I won't have the puppy shipped as cargo or excess baggage; it's a decision
between driving or being hand-carried
on a flight. I appreciate any comments or experiences shared.
